[Phono-L] Any comment on electric Triumph

Does anyone know if this an original from the Edison factory or did some tinkerer turn it into an Electric Triumph. If original, I can't imagine there are very many still out there, and who ever bought it, must have got themselves a real deal !! The only thing I don't understand is the seller saying he does not have the facilities to test it. Wouldn't you just plug it in and see if the motor worked? unless the wiring was dangerously worn and frayed of course. If the motor was burned out, how available would a replacement be, so you could get it running again?

This looks very well done but absent a governor I can't imagine it to be 
speed accurate. I came close to pulling the trigger but let someone else
