About eBay's arbitrary behavior-- I can only say that eBay is a monolith, like "The Phone Company" used to be back in the days before deregulation. They think they own the world and can pretty much do whatever they like. And they do, to a large extent. eBay could benefit from some stiff competetion -- give them a sense of their own mortality.
